WILLIAMSBURG, Brooklyn (PIX11) — At the monthly MTA New York City Transit committee meeting, agency leaders said service is “not where it needs to be.”

Transit President Carmen Bianco says the agency is developing short and long term plans to address record ridership, improvements and repairs. Delays and waiting times have increased and on Sunday, the latest fare and toll hikes kicked in.

Officials also blamed a harsh winter on some of the problems.

Work begins 12:01 a.m. on Tuesday along the ‘L’ train. It will not operate weeknights for 9 weeks between 8th Avenue in Manhattan and Bedford Avenue in Brooklyn. Weekend restrictions happen also in April.

“Transit’s plans for weekend and weeknight construction work along the ‘L’ subway line in spring 2015 which will necessitate diversions for commuters traveling between Brooklyn and Manhattan,” said an email release. This is not Sandy-related work, according to a spokesperson.

“It is regularly scheduled maintenance work necessary to keep the line in a state of good repair in order to continue to provide our customers with safe and reliable service,” she said.

During weeknights for the nine weeks from March 24 to May 22 (Tuesday-Friday between 12:01 a.m. and 5 a.m.) and the five weekends from April 18 to May 18 (from 12:01 a.m. Saturday until 5 a.m. Monday), the following alternate operations will be in effect:

  • The ‘L’ line will operate normally between Lorimer St. and Canarsie-Rockaway Parkway.
  • A free shuttle bus will operate from the Lorimer St. ‘L’ station to the Marcy Av. ‘JMZ’ station, making stops at Bedford Av. ‘L’ station.
  • Extra M14 service will be added from 8 Av. and 1 Av. in Manhattan.

MTA NYC Transit personnel will be at the Lorimer Street station to direct customers to the shuttle buses, the agency says.
