BAY TERRACE, Staten Island (PIX11) — A 3-month old puppy is slightly improving after doctors say she was discovered tied up in a plastic bag on Staten Island on Saturday.

The 3-month-old Shih Tzu, which doctors named Charlotte, is currently in critical condition at South Shore Animal Hospital in New Dorp.

Charlotte was found when someone walking near the Staten Island Railway in Bay Terrace heard crying coming from the side of the road.

Vets found that Charlotte has a fractured skull and a fractured thigh bone.

Sources close to the investigation say the 2-pound dog is starting to open her eyes.

Doctors won’t know if she’ll be permanently blind until the swelling around her head goes down.

Charlotte’s story was initially posted to the Facebook group, Lost and Found Pets Staten Island to try and locate her owner.

A Facebook page has been set up for Charlotte to share her progress.

Once she is well enough, a foster family will take her in until she is adopted.

A page admin for Lost and Found Pets Staten Island says the pink bow found in Charlotte’s hair has remained through everything.

They hope that local groomers may recognize the bow and come forward with information.

Anyone with information is asked to call Crime Stoppers at 1-800-577-TIPS.
