PHILADELPHIA — Former President Bill Clinton is expected to make the case for why his wife should be the next president and the mothers of slain black men and boys are on tap to speak in support of Hillary Clinton and her gun safety policies, on the second night of the Democratic National Convention in Philadelphia Tuesday.
