TOMS RIVER, N.J. — Police have arrested a New Jersey man more than eight months after he was released from prison for killing and raping a 13-year-old neighbor.

Toms River police have charged 46-year-old Shawn Milne with failing to register and report his employment status under Megan’s Law.

Milne was 15 years old when he raped and killed Barbara Harrison in 1985. He was tried as an adult and was sentenced to 30 years in prison for murder and to a 20-year consecutive term for rape.

He was released in November without parole for good behavior after serving 30 years.

Milne is held on $25,000 bail. It’s not known if he has a lawyer who can comment on the charges.
