NYPD Officer arrested for choking wife

QUEENS — An off-duty officer was arrested for choking his wife Saturday morning, police said.

At 7:30 a.m. Saturday, NYPD Officer Richard Phipps, 42, was arrested and charged with criminal obstruction of breathing, acting in a manner injurious to a child, assault and harassment, police said.
