NEW YORK — Gov. Andrew Cuomo has declared a state of emergency as a massive storm blankets New York with up to 2 feet of snow.
Cuomo says New Yorkers should stay inside Saturday and avoid driving.
He says there are no plans to shut down mass transit but service may be curtailed.
Cuomo says the National Guard is ready to help if coastal flooding becomes a problem.
Cuomo announced the state of emergency in several TV appearances Saturday morning and planned a briefing at his Manhattan office.
