EAST HARLEM, Manhattan — Tyrone Howard, 30, has been charged with the first degree murder of NYPD Officer Randolph Holder who was shot and killed in the line of duty Tuesday night.

"Why'd you do it Tyrone?" yelled reporters as Howard walked out of the 25th Precinct. "Why'd you shoot the officer?"

Howard, who Mayor Bill de Blasio described as a "hardened criminal" who "should not have been on the streets," had a list of prior offenses.  Howard had been on the run from police for weeks in connection with a gang-related shooting.

Officer Holder's death marks the fourth time in less than a year that an NYPD officer was killed in the line of duty.

Howard was arraigned Wednesday night.
