Authorities say the man operating demolition equipment during the building collapse in Philadelphia that killed 6 people was high on marijuana and prescription drugs.

42-year-old Sean Benschop has been charged with involuntary manslaughter as well as multiple other charges.

Cops say the man has an extensive track record — 11 arrests since 1994 and was sent to prison for drug trafficking charges.
