Manhattan Borough President Scott Stringer issued a damning report Sunday that exposes poor Animal Care & Control conditions in New York facilities.

Among them, a sky-rocketing infection rate, deplorable conditions and gross mismanagement.  A PIX11 exclusive report revealed similarly troubling mismanagement at the top levels of the The American Society for the Prevention of Cruelty to Animals.

The report also claims that the AC&C “all but abandoned their operational responsibilities” after Hurricane Sandy when they locked their doors against intakes and provided few resources for any rescues.
