SOUTH CAROLINA — A student at Claflin University in South Carolina has been charged after school officials found a newborn baby in a on campus dumpster.

Amber Brianna Fulton, 19,  gave birth to a baby boy between the hours of 4 and 8 a.m. in one of the dorms, according to police.

The arrest warrant shows that she allegedly cut the umbilical cord with paper scissors, placed the newborn in a garbage bag, and put the bag in a dumpster.

The healthy 5 pound, 7 ounce baby boy was discovered crying around 8:30 a.m. when campus workers were taking garbage to the dumpster.

The newborn was taken to a local hospital and is expected to survive, officials said. Fulton was taken to a medical center for evaluation.

She has been charged with attempted murder and unlawful conduct towards a child.
