NEW YORK (PIX11) -- It's a tale of two taxpayers -- NYC effective tax rates don't treat everyone equally. It's an outdated tax law that was written in 1981, and while everyone acknowledges it has to be changed, no one is doing anything to even begin to change it.

It's mired in politics.  A joint investigation between PIX11 News and City and State Magazine found inequities and inconsistencies in tax law.
